One of the pledges of President Gotabaya Rajapaksa has been to provide a new constitution to the country. In giving leadership to the passage of the 20th Amendment, and securing the necessary 2/3 majority in parliament, the president demonstrated that the government has the ability to honour this pledge of a new constitution. The government’s decision to extend the deadline for the submission of constitutional proposals by the general public to December 31 of this year is to be welcomed. This is an indication of the responsiveness of the government to the difficulties that people have been facing to gather together for discussion on the issue due the spread of the Covid virus.

The initial optimism that accompanied President Gotabaya Rajapaksa’s ascension to the presidency is wearing thin in the face of the seemingly insurmountable problems he has to deal with including the economic crisis and most unexpectedly the Covid spread. But there are also the more traditional issues of abuse of power, corruption and inter-community tensions that are raising their heads. The recent prison riot, which has seen brutality, is what people remember of the past and must not recur under a government that cares for its people regardless of their stations in life or communities. When he won the presidential election in November 2019 there was a great deal of hope that the president was a leader with strong convictions who would immediately take charge and put things right in an efficient manner.

NPC’s Social Cohesion and Reconciliation (SCORE) engagement held an online facilitation training for its local partners as part of its strategy to adapt to the new normal that has arisen with the spread of Covid-19. This was supplemented by a survey on Digital Literacy among target groups – 291 members of Coexistence Societies across four districts (Ampara, Monaragala, Mullaitivu and Vavuniya) and 10 Grama Niladari divisions.

A national workshop for 62 Local Government Authority (LGA) members from different political parties on building a pluralistic society was organized by the Consolidating Ongoing Multi-Level Partnership Actions for Conflict Transformation (COMPACT) project via a hybrid Zoom and face-to-face interaction.
